The Refuge Ministries is under the leadership of Dr. Everett Baker who has served 37 years in the pastoral ministry. During this time, he has been the Pastor of five churches, and his ministry has been known for its innovative methods. Dr. Baker received an earned Doctorate from the Nazarene Theological Seminary. (A member of the first Doctorate of Ministry class in 1976.) Dr. Baker is known for his strong expository preaching and teaching, and has been very effective as an evangelist, college classroom lecturer and seminar speaker.

Dr. Baker emphasizes a strong Christology for the Christian minister, which is rooted in an intimate relationship with the Christ who is preached. He sees a direct correlation between trusting the God who calls and the power needed to follow the Christ who calls. One of his statements shows the significance of this: "The enemy of our souls does not care how moral we are or how high we hold our standards. However, he shakes at the Pastor who intimately knows the voice of Christ and follows that voice unreservedly."

Dr Baker zeros in on the call of the Pastor and the meaning of this call. He points out the need for the renewing of a pastor in regard to the purpose of the call, and discloses that the answer to "burn -out" is not necessarily a psychological answer. In this psychological age where we use a different language, we need to renew the roots of ministry, which is theological. Dr. Baker approaches this problem both exegetically and theologically, and the eight sessions of the seminar deal with the pastor's relationship to the God who calls. He defines discipleship as both mentoring and loving accountability.
